A consumer agency says a proposed rate hike for Citizens Water is five times higher than it needs to be.

Citizens filed a request to increase its annual operating revenue by $25.3 million. The Office of Utility Consumer Counselor says Citizens only needs an increase of $4.6 million.

The group says Citzens can make several other cuts before passing costs on to the consumer.

The Indiana Utility Regulatory Commission will hear the case on July 29.
