Franklin police arrest 21 people in drug investigation involving meth, heroin

FRANKLIN, Ind. (March 9, 2016) – A month-long investigation into drug dealing in Johnson County resulted in the arrests of 21 people, according to Franklin police.

The department’s Special Investigations Unit said the investigation began on Feb. 8, 2016, and wrapped up on March 8. More than 20 arrest warrants were issued in connection with the investigation, and Franklin police announced the arrests of 21 people.

“Meth and heroin is literally killing our communities,” said Franklin Mayor Joe McGuinness.  “It’s nearly every day that you hear about another heroin overdose or a meth situation.  So it’s a thing that we as a society have to take a step back and really address.”

Charges in the case range from dealing methamphetamine to dealing marijuana, dealing heroin, theft and neglect of a dependent.

In a couple cases, officials said children were present during drug deals.

“Drug deals in themselves are inherently dangerous,” said Chief Deputy Prosecutor Joe Villanueva.  “And things can go back in the blink of an eye.  And now you have a child in a situation where there could be gunfire or other acts of violence.”

Villanueva said the list of suspects was comprised of two types of people.  Some of them were drug addicts who were buying drugs to feed their addiction.  The other type was pure drug dealers.

“They’re dealing for money and they’re just peddling their poison to our families,” Villanueva said.  “And those are the kind of people that we’re going to put in a cage for as long as we possibly can.”

Franklin Police Chief Timothy O’Sullivan pointed out the need for more programs at the county level to help get drug addicts treatment.  He and Mayor McGuinness pointed out new state sentencing guidelines which send fewer low level offenders to state prisons which have addiction treatment programs.  Johnson County officials have been examining ways to fund more drug treatment programs at the county level.

“You have to understand, there can be some very good kids from very good families who just get with one person and try it one time and now it’s a problem they have,” O’Sullivan said.  “And then the next thing you know their picture’s on that wall.  And so my message would be don’t do it the first time.”
