IMPD, Simon to begin discussing ways to curb teen violence at Circle Centre

Downtown Indianapolis has become a safer place in recent years, but when shoppers, out of town visitors and police officers get caught up in the raucous youth behavior like this last Saturday night, it’s a cause for ongoing concern.

Do you feel safe in downtown Indianapolis?

“Right now it seems pretty safe to me,” said Franklin Johnson, visitor to the city. “I don’t see any reason to be in fear of anything.”

Last Saturday night was the second Saturday this month when east side teens fought with police and accosted downtown visitors.

All of the 13 people arrested were young males between the ages of 14 and 19. The charges included disorderly conduct, resisting law enforcement, rioting and battery with injury on a police officer.

One police report read like the makings of a mini riot. A large, unruly crowd of 50-75 juveniles was intimidating visitors to Indianapolis.

The top command of IMPD takes this seriously. For the past two weeks, they’ve been meeting with Simon Properties, ministers, IndyGo, a city county councilor and Indianapolis Downtown Inc. to find a solution to the unruly brawling youth downtown before the weather gets warm. That’s when school is out and they’re afraid it will get worse.

Ideas include:

  • Better control over the buses and a bus stop servicing teenagers
  • A tougher weekend curfew
  • More structured events for kids and families downtown
  • More social media monitoring
  • An adult escort policy for teens inside Circle Centre
  • Better radio communication with Simon security
  • More police officers inside the mall

City County Councilman Vop Osli told Fox59 it’s time to pursue new ideas, not simply repeat what’s been done in the past. He wants to come up with plans that will be sustained and not just go away after the kids leave in a couple weeks.

    My daughter and I visited downtown Indy a little over a year ago. It was like at 5PM the place changed, from the people on the streets to the crowd in Circle Centre. Down around Circle Center is not a place I will ever be again after 5PM.

        I'm sure he rationalizes it as "kids will be kids"….but there is GUNFIRE! Riotous crowds! Last weekend I was scared for our lives!!!!!

        Also noted was no news coverage of the rioting! -I wonder why????

    Give the mall a few more years and it will be empty. Nobody will go where they feel unsafe. Take a look at Washington Square mall…that’s Circle Center in 10 yrs.

      P. S. Mr. Simon, Union Station is owned by The City and had it's own Union Station Police, but what is it now??????

    if you separated the youth one by one break down the crowds this kind of stuff would never happen . Its like this kids use to fight one on one and accept when they lost a fight but any more in a crowd today they use weapons or even worse guns to try and look good in front of there other peers. so my answer is break down the crowds

    I'm sorry but all this looks like the same old tired diatribe spewed by politicians and clergy. Blah blah blah. The people that are at the root of this problem don't care about any of these suggestions. Nor do the parent(s). It's a culture that has been allowed to grow by living off the hard work of others. Until we put a stop to the free ride will this ever have a chance to change.

      Good point….if welfare were decreased for each dependent who engaged in CRIMINAL behavior, the problem would also decrease. Incentives work!

    You're dropping the ball Andrew's Security. Simon screwed up when they let IPC Intl. cancel their contracts because Simon no longer wanted to pay for a quality Security Company. Well guess what? You get exactly what you pay for.

    Security at the doors and don't allow them in without an adult after 5? But I guess the parents of these kids probably behave no differently. Children learn what they live. Close the mall at 6 pm? Or, here's a novel idea: GIVE TEENAGERS SOMETHING TO DO AND SOME PLACE TO GO that gives them pride in ownership and responsibility for it's success or failure!! There is absolutely NOTHING for teens to do these days. They are run out of parks, parking lots, and playgrounds. There are no bike parks or skate parks. There is nothing AFFORDABLE for them to do. Jobs are scarce for teens. It's BOREDOM, mostly, as well as no real family connection and interaction.

      Teach them PERSONAL RESPONSIBILITY, pride, and family values…..take away Liberal gifts like welfare for criminal behavior. Want some place to go???? -Give them JAIL! Let's build a supermax Juvenile Jail downtown. Lock those thugs/criminals with guns up!

      We have a bike park (Major Taylor Velodrome), night time skating at 38th/I-465. There's jobs for teens, I saw a help wanted at a popular restaurant yesterday! If those parents instilled a WORK ETHIC and family values, thugs would be out of business…..
