Police investigate fatal shooting on the east side

INDIANAPOLIS, Ind. (March 8, 2015) - Indianapolis Metropolitan police detectives are investigating after a man was shot and killed outside of a bar on the city's east side. Police were called to the scene in the parking lot outside of "Magnolia Bar and Grill" on E. 21st Street around 4 a.m. Sunday morning.

Family and friends say the victim is Terry Proctor Jr., 27. Police say the victim was shot twice in the head and pronounced dead at the scene.

“It’s sad to see a young man laying out there on the ground like that," said John Tucker, who lives near the area where the shooting happened.

"I’m getting emotional because I hate to see so many people dying for no reason… over ‘he said, she said’ stuff," Tucker said.

Family members say Proctor was a father and say he was a friend to many in the neighborhood.

"He took care of his son, every time we saw him and his son together they dressed the same," said Theo Carter, who said he was Proctor's cousin.

"He was a people person, basically, and everybody loved him, he was loved by everybody… and the crazy part is… there’s a lot of people out here that know my cousin… he took care of people," Carter said.
