Woman sentenced in connection with Delaware County prostitution ring

Update (April 5, 2018)– Anissa Black pleaded guilty to prostitution as part of a plea agreement and three counts of promoting prostitution were dropped. She was sentenced to 32 days with 16 days of jail credit.

Kendall Hayes’ case was dismissed in February 2017.

DELAWARE COUNTY, Ind. – A Chicago man and his pregnant girlfriend have been arrested on prostitution and human trafficking charges.

Deputies call Kendall Hayes and Anissa Black the leaders of a prostitution ring in Delaware County. Investigators believe the couple was selling women for sex and one victim was just 17 years old.

“It’s a big market, it’s sad, but it’s a big market now,” said an undercover deputy.

The investigation into Hayes and Black started months ago when seven people were arrested in a prostitution bust at a hotel.

“We realized we had something that was a lot bigger than what we ever anticipated,” said the deputy.

This undercover agent told FOX59 he talked and texted with the suspects and revealed they would even drive the victims to meet up with clients in order to perform sex acts for money.

“They will put these girls’ pictures, pictures of them in lingerie, in underwear, topless all over the internet and sell them for sex,” said the deputy.

Prostitution has become such an overwhelming problem in Delaware County that it’s caused the sheriff to work with the FBI.

“The thing that we need to remember is, that this is still somebody’s daughter, somebody’s sister so she needs help and that’s why we are getting in deep to this with the other agencies,” said Sheriff Ray Dudley.

Just last week, a woman was arrested when deputies say she offered them sexual services in exchange for $100.  Last month, Huston Brisco was arrested for allegedly forcing his pregnant girlfriend into prostitution.

So far this year, Delaware County has nearly 40 prostitution cases in the system.

“Under my watch we aren’t going to put up with it. If you’re out there and you’re promoting prostitution or you’re dealing drugs we’re going to find you, get you, and put you in jail,” said Sheriff Dudley.

More arrests are expected to come in this latest prostitution ring.
