Police: Muncie woman gave 14-year-old alcohol, hydrocodone before having sex with him

MUNCIE (Oct. 17, 2014) – A Muncie woman is accused of giving a 14-year-old boy alcohol and hydrocodone before having sex with him.

According to the probable cause affidavit, the encounter happened in July. Brandi Phipps, 30, is charged with sexual misconduct with a minor and contributing to the delinquency of a minor.

The 14-year-old told police that he’d been going to Phipps’ house since December 2013. Over the summer, he said she gave him brandy and half a hydrocodone before pulling him into a bedroom and having sex with him. Prior to that encounter, the 14-year-old said Brandi flirted with him and “would dance in front of him.”

The woman’s former boyfriend said his children told him that Phipps was having sex with a young male, court documents said. The man also said Phipps called to ask him if he’d help her “go on the run.”

When police met with Phipps earlier this month, she said the accusations were rumors. But investigators also smelled alcohol on her breath, and administered a portable breath test. She blew a 0.12 at the time, court documents said.

She was booked into the Delaware County Jail.
